This thesis is for designing and implementing of PAX system, PAX system is a Balance Scorecard (BSC) for maintenance department of PPMDC (Port Projects Management & Development Company) at Hajj Terminals, King Abdulaziz Airport. It monitors customer satisfaction, optimum service availability, the compliance of maintenance practice to GACA quality standards, maintenance department expense, spare part management, and enhancement of employees’ skills, experience, and knowledge. The thesis uses a descriptive design surveys and formulas to assess scores, future target and suggests crucial initiatives to attain desired goals. By designing and implementing BSC, it was found that passenger journey satisfaction score indicator is 94.4% for 2022 and projection for the following two years of 96% and 98%. In additions, maintenance department achieved total quality standards compliance with General Authority of Civil Aviation (GACA) service quality standards the indicator with 4.55/5 and for 2023, 2024 are estimated to increase to 4.60/5 and 4.65/5. The PAX systems availability indicator is 98.8% for 2022 and projected to be 99% by the year of 2024. While internal process indicator was estimated at 94% in 2022 and projected at 96 % in 2024. The Department expenses indicator is calculated for 97 % for 2022, while expected to be reduced at 95 % by 2024. Spare part inventory management measured at 88.3% in 2022 and projected 90% in 2024. Lastly, for learning and growth indicator, the team’ skills and experience are estimate at 95% of 2022 and anticipated to grow to 96% in 2023. Finally, it is hoped this thesis will reflect the actual measures of maintenance department performance and its reflection on operation of hajj terminal.
